  • The next meeting of the Park/Heeley Area Panel is at 7pm on Tuesday 7th October in the Town Hall. Shaffaq Mohammed – the new Lib Dem cabinet member for climate change will be there. The Area Panel meeting will be a good opportunity to ask the panel about what plans there are for action on climate change in the Park/Heeley Area and for aiding residents in making low carbon lifestyle choices easier. Several Green Triangle members are planning to attend and others are encouraged to come along if they can. It also seems that the Area Panel are now responsible fro distributing 106 money (e.g. from the Kent Road Development).

Planning Applications & Development of the Local Area

  • Section 106 Policies: S106 contributions are moneys paid as a result of a planning agreement (or a 'planning obligation') whereby planning permission is granted for a development subject to the applicant signing a legal agreement under section 106 of the Act. This agreement may be a one-off arising out of the special circumstances of a particular development, or it may be a standard type of agreement applying to all or most instances of a category of development. In the case of the latter, in Sheffield the most common type of standard agreement is when a housing developer agrees to pay towards improvements of existing open spaces (parks/play areas etc), in lieu of providing a new open space on the housing site as part of the new development. Improvements to existing parks are normally better for everyone than very small new open spaces, which are expensive to maintain and often too small to be useful eg for play activity. This type of standard agreement has to be based on an adopted planning policy, so the s106 agreements for open space improvements are based on policies in the Unitary Development Plan (Sheffield's current statutory development plan) and the detailed guidelines and formula for the payments are set out in Supplementary Planning Guidance (SPG). The next Park/Heeley Area Panel meeting is on Tuesday 7 October, possibly at St Paul's Church in Norton Lees. Denise Reaney (chair) has made a formal complaint to the manager of the Area Panel Co-ordinators because the details of the Park/Heeley Area Panel are not getting put onto the Council's website in a timely manner. This Panel meeting will be an extra special one because the details of the new Community Assemblies proposals will be rolled out so please spread the word.

We talked at the last meeting about going to this to ask what the area panel is doing/could do to promote low-carbon lifestyles etc... perhaps we should talk at a future meeting about details of what we want to ask.

Notification has been sent out (dated Jan 30) that another Full Planning Application has been submitted by Bradway Construction Ltd (the builders situated at the back of 182-200 Shirebrook Rd) to develop the site on the corner of Albert and Kent Rds. From an initial inspection of the plans (via the website). Two of us went up to the site with the community tree officer, Moira Walker, to discuss tree planting at the top of Kent Road. There were 5 other people there, most of whom live on the spur of Kent Rd (ie outside the triangle!). All were very keen on tree planting. We looked through catalogues and Moira was keen to accommodate ideas. It seems there are at least 6 and probably more trees we could have. We stressed fruit trees, possibly a walnut and trees with nice autumn colours. We also looked at the site and discussed where to plant. Moira is now going to see what she can purchase and organise a tree plenting event later in the year. I also asked her: 1) if we could plant tees at the junction of Albert and Shirebrook road. She said she would look into whether it woud interfere with cables/ pipes etc and get back to us. 2) If she could get a replacement flowering cherry for the one that was stolen from Kent rd garden. She thought she probably could. I am sure Moira would be hapy to come along to any of our meetings to follow up on other ideas and queries we were airing last time. (GT Emails 04/10/07)
